STRC's published historical material traces the organization's formation to the dispute concerning the Berger horticultural mix plant on Oakwood Road.
A planning submission published by STRC states that Jennifer Lim was hired by Allan and Margaret Akins in September 2020 to independently review the land-use issues surrounding the Berger development. The document states that, along with other area residents, the Akins formed the Springfield Taxpayers Rights Corporation in December 2020.
In Springfield Taxpayers Rights Corp. v. Rural Municipality of Springfield and Berger Peat Moss Ltd., 2022 MBKB 180, Justice Rempel considered STRC's application for judicial review concerning the Berger development permits.
JUSTICE REMPEL: ABUSE OF PROCESS
Justice Rempel found that the delay in filing the application constituted an ABUSE OF PROCESS. The application was dismissed.
STRC appealed. In 2023 MBCA 57, the Manitoba Court of Appeal did not need to decide whether the abuse-of-process finding was correct because it found no error in Justice Rempel's alternative decision dismissing the application for delay. The appeal was dismissed.
Contemporary reporting documents Margaret Akins and Allan Akins as directors of the Lorette Golf Course at the time of the River Ridge Development in Lorette, Manitoba.
The Carillon reported that both Margaret and Allan Akins participated in the October 2020 sod-turning for the development. Allan Akins said the group had accumulated land over approximately a decade and that nine phases had already been approved through a secondary plan and development agreement with the municipality.
The reported first phase included 54 duplex lots, 38 single-family lots, 80 seniors rental condominium units and 70 rental apartments.
This record documents Margaret Akins' involvement as a director connected with the River Ridge development. It is presented as part of the historical record and does not, by itself, establish a position on any particular Springfield development proposal.
STRC published material promoting a public referendum concerning the proposed Sio Silica project.

In 2026, STRC distributed material concerning the upcoming municipal election and Margaret Marion-Aikins.
The STRC-distributed material stated that Ward 2 Councillor Andy Kuczynski had publicly indicated that he believed Marion-Aikins would soon announce her candidacy for Mayor of the RM of Springfield.
“The right person at the right time”
The STRC-distributed material attributed that statement to Councillor Kuczynski, saying that he believed Marion-Aikins was “the right person at the right time” to help lead Springfield over the next four years.
The material described Marion-Aikins as having more than 20 years of senior corporate experience specializing in finance and corporate planning and as a lifelong Springfield resident.
It further stated that Marion-Aikins had worked alongside Councillors Kuczynski and Miller on community initiatives and had been actively involved with members of the Springfield Taxpayers Rights Corporation in public advocacy concerning Sio Silica and the Winnipeg Metropolitan Region's Plan 20-50.
The material also attributed another statement to Councillor Kuczynski:
“Margaret brings the financial knowledge and background our council has required for quite some time.”
The same distribution stated that Kuczynski was strongly considering seeking a second term in Ward 2 and that having experienced community leaders such as Marion-Aikins step forward was an important part of that decision-making process.
The distribution described STRC as a large group of concerned Springfield residents and stated that its email communications reached more than 1,700 residents.

These statements document what STRC distributed during the 2026 municipal election period. They do not, by themselves, establish a formal candidate slate or establish the nature of any relationship beyond what the source itself states.
STRC published a statement from Jill Overall, identified by STRC as a Ward 1 candidate and as one of the organizers seeking to have Zoning By-law 26-09 suspended until after the October 28 municipal election.
In the statement published by STRC, Overall said that Georgina Mustard, Margaret Marion-Aikins, herself and other volunteers canvassed for signatures opposing the by-law.
The RM of Springfield's 2026 election information identifies Overall as a registered Ward 1 candidate, Marion-Aikins as a registered mayoral candidate and Mustard as a registered Ward 4 candidate.

A Manitoba Companies Office File Summary dated September 23, 2026 identifies Springfield Taxpayers Rights Corp. as a Manitoba non-profit corporation incorporated December 23, 2020. Its stated nature of activities is “TO REPRESENT THE RIGHTS OF SPRINGFIELD MUNICIPAL RESIDENTS.”
The File Summary identifies Margaret Akins as both a director and the corporation's Secretary. Allan Akins is identified as both a director and the corporation's President.
The registry also identifies Wayne Hlady as a director and Vice-President and Steve Wasiuta as a director and Treasurer.
